Almost 3,000 Russians have applied for asylum in Germany this year. Many of them are men trying to escape military service – like Danil and Vladimir.

A former British barracks in Weeze, North Rhine-Westphalia: The new life of brothers Daniel and Vladimir begins in a refugee home in a small town near the Dutch border. In Russia, they were IT specialists and real estate agents. They are refugees in Germany.

When 30-year-old Danil talks about the situation in his homeland, he always struggles with the words: „Why can’t I go back? Because I don’t know how society in Russia could change so quickly. I’m also afraid that they will immediately arrest me there.”

Lump looks crooked

On February 24, 2022, when Russia’s war of aggression against Ukraine begins, Danil happens to be visiting his family in Germany. He immediately decided to stay here – and applied for asylum. He says that being Russian in Germany at that time was very shameful.

„I kept meeting refugees from Ukraine when I went to the authorities,” he says. „And of course I know that my country has attacked these people, that it is killing them and that is why they are here. Whenever it comes time to speak out loud about my origin, it is very disturbing. I get a perverted look.”

Escape through Kazakhstan and Turkey

His younger brother, 27-year-old Vladimir, will flee to Germany via Kazakhstan and Turkey in the fall of 2022 because he does not want to fight Ukraine. When Russian President Vladimir Putin announced that many young men would be conscripted into the army, he booked a plane ticket and hid in his apartment until he left.

“During this time, employees of the military registration and enlistment offices moved around the city,” says Vladimir. „They knocked on the apartment doors and asked the guys. I didn’t turn on the light, I didn’t listen to the music, I just spoke very quietly so that they wouldn’t notice someone was in the apartment.”

Vladimir reads in online chats that men are being interrogated at the airport and some are stopped. The fact that he can leave the country at all is that he still has a valid German visa and passport. Her mother lives in Germany, her two sons visited her regularly before the war.

Only a small group escape to Germany

According to the Federal Office for Migration and Refugees (BAMF), a total of 2,851 Russians applied for asylum in 2022. From January to April 2023, the BAMF received 2,946 asylum applications.

According to the organization Pro Asyl, only a small group of people ever make it to Germany. This is because there are currently no direct flights from Russia to Germany. In addition, the issuance of visas for Russians is treated very strictly.

According to Refugee Advisers, anyone who arrives in Germany as a conscientious objector currently faces a lengthy asylum procedure. Brothers Danil and Vladimir also suffer from this. Daniel’s asylum application has already been rejected. When he submitted it, he had not yet received a summons notice from the Russian Army.

How old is the person? You have to make it reliable that there is a high probability of being drafted into the Russian army. And the FBI is relatively strict about that,” says Lucas. Pro Asyl’s European Administrator Carl Kopp is critical of the BAMF’s approach. “It is shameful that those who wisely evade a war of aggression in violation of international law, even before they are formally drafted, do not receive protection in German asylum procedures.”

Cobb believes that those who have laid down their arms or refused to serve in the military need regular ways to obtain protection. „Russian citizens who have turned their backs on their country’s government at great risk should have access to education and employment opportunities in Germany and Europe.”

Return to Russia is not possible

Brothers Danil and Vladimir received draft notices from St. Petersburg. It is also stored digitally in Russia and is considered delivered automatically.

They hope this will increase their chances of being granted asylum in Germany and that they will be able to start a new life here. They do not see a way back to Russia for themselves.
