By decree, Russian President Vladimir Putin has comprehensively changed Russia’s foreign policy. This was announced by the head of the Kremlin on Friday.
Russia defines itself as the stronghold of the Russian world and a unique civilization that maintains the global balance. You say in the concept. Putin called it a „balanced document” that „will form the basis of our practical work in the medium and long term.” Putin has repeatedly described Russia as a country that represents its „civilization”.

- Russia does not consider itself an enemy of the West and does not isolate itself from the West.
- The priority of Russia’s humanitarian policy is to confront „Russophobia”.

- Russia can use its armed forces to repel and prevent an armed attack on its territory and allies;

- Threats to Russia’s security from „unfriendly” countries are recognized as „existential” in the concept.
The territorial integrity of Russia and the „preservation” of the Russian people
According to the document, Russia’s first concern in foreign policy is to protect the constitutional order and territorial integrity of Russia, as well as to develop a secure information space and „preserve” the Russian people.
Russia’s national tasks in foreign policy also include „maintaining world peace and international security”, good-neighborly relations with neighbors, and strengthening positions in the world economy.
The concept of Russian foreign policy was first adopted in 1993 and since then it has been frequently updated. The tasks of Russia’s foreign policy in the concept of 2016 also include maintaining and strengthening clear positions in the international community and building good-neighborly relations with neighboring countries. Putin signed the first version of the new doctrine in September 2022.
